Position Title: Cecil Harm Reduction Supervisor
Reports Directly To: Chief Operations Officer
Reports Indirectly To: Executive Director
Location: 411 West Pulaski Hwy Cecil Harm Reduction House
Approved Date: 10/25/2021
Starting Pay Range: $17 – $20 per hour depending on experience and CPRS Certification
status. Full time: 32-40 hours per week with benefits: life insurance, dental, health insurance
stipend, short term disability. Hours and days will vary as needed, Monday – Sunday 11:00 am –
7:00 pm.

SUMMARY: This is a supervisory role and will be providing direct supervision to a team of Peer
Recovery Specialists in the harm reduction program. The candidate for this position will be
working with current harm reduction leadership and together will be responsible for grant
deliverables and making sure the program is following all policy and procedures. The ideal
candidate will have a strong recovery foundation and contribute to a positive and healing
environment with co-workers. Peer will be trained in all programs available at VoH to provide
referrals. Supervisor will be responsible to create and maintain a trauma informed care
environment for participants and team members.


  1. Will be required to sign up for weekly outreach walks in some of the most vulnerable
    communities affected by overdose to assess safety and procedures are being followed.
  2. Represent the harm reduction program at county, state and federal levels at meetings.
  3. Represent the harm reduction program weekly at senior staff.
  4. Community education engagement and trauma informed care of all peers/volunteers and
    community members.
  5. Community engagement and education with other community stakeholders
  6. Schedules Harm Reduction, Homeless outreaches.
  7. Maintains weekly Harm Reduction employees schedules
  8. Creates consistency with Harm Reduction effort in Cecil and Harford County through
    collaboration with program Leads and Supervisors.
  9. Ensures all volunteers/peers have proper one on one training in Harm Reduction Policy
    and Procedures before participating in walks.
  10. Organizes and packs backpacks. Inventories Harm Reduction supplies on a weekly
  11. Ensures the security of the supply room. Creates monthly Harm Reduction Report for the
    Board of Directors meeting and for grant reporting
  12. Performs group supervision when needed and performs regular one on one supervisions with Harm Reduction Peer Recovery Specialists.
  13. Ensures a clean environment and professional appearance of The Harm Reduction House.
  14. To review data is properly being tracked and recorded on a routine basis
  15. Schedule Narcan Trainings and TOT and make sure staff is assigned to facilitate them
  16. Coordinate staff to cover events that need Narcan Trainings
  17. Accurate and timely completion of data entry.
  18. Effective and responsive communication skills is a must for this position .
  19. Responsible for building and maintaining a positive team culture.


  1. Must be familiar with Stages of Change, Motivational Interviewing and Active Listening.
  2. CCAR RCA within 60 days of hire (Voices will provide)
  3. Attend Voices of Hope volunteer orientation
  4. Attend Voices of Hope Narcan Train the Trainer
  5. Valid Driver’s License
  6. Must pass a pre employment drug screen
  7. Fluent in Overdose Prevention
  8. Experience in Harm Reduction outreach and perform weekly walks.
  9. Recovery Coach Academy training
  10. Knowledgeable of all Harm Reduction Policies and Procedures. Know when to elevate
    people on to the next level of care.
  11. Report any CPRS or PRS issues to COO


  1. Lived experience with substance use.
